'Plan Colombia' was originally pitched as a 'war on drugs' and its fumigation programme has made an impact on coca production in certain areas. Those most affected by the programme are not the drug traffickers or the end users but the peasant farmers who survive from growing coca and smallholders growing alternative crops which are also killed during fumigation.

Their livelihood gone, many of these people join the countries ever growing displaced population.
